General polices in the Dept. of Livestock/Poultry Production

ü Conservation of the national genetic pools and breeding of the livestock and poultry;

ü Improvement of livestock population by substitution of the low-yield animal by high-yield ones;

ü Reformation of managerial structure of raising farms;

ü Improvement of stables, facilities and equipments in the farms;

ü Protection and enhancement of the existing investments in favor of higher productivity of the active farms and mobilizing the stagnated premises;

ü Upgrading conventional feeds and urging for new forage resources e.g. plant/industrial residues;

ü Planning for supplying needed feedstuffs from the local resources;

ü Promotion of domestic know-how and technology in feed processing plants and associated machinery via innovative initiatives or imports preferably by private sector;

ü Following up on fund raising, bank credits, insurance and other protective services;

Scopes:

ü Selection, breeding and generating the best of genes in livestock/poultry population across the nation.

Core Commitments:

v Breeding and raising of livestock, poultry, bees and silk-worm aiming to higher quality and productivity;

v Establishment of Sample Dairy Industry and Incubation Plants supported by needed measures for improved dairy and poultry products;

v Creation of Sample Farms for extension of modern livestock/poultry farming;

v Conducting due research on new animal farming business and transferring the findings in tackling with challenges and bottlenecks encountered by practitioners;

Terms of References in the Livestock Dept. :

ü Conducting needed analysis on collected and identified national requirements to animal protein as well as livestock resources status/population for outlining short, medium and medium run schedules in the sub-sector;

ü Studying and detecting the short-coming, opportunities and threats traced in the sub-sector and in return, making sound and effective policy/strategy within the agricultural statutory framework;

ü Formulation of national plans on protection and enrichment of livestock genetic resources followed by improvement of animal production and extension of the scope at areal scales;

ü Planning and prioritizing the establishment of related farms, units and companies throughout the sub-sector and supervision on their operation and performance;

ü Investigation and assessment on needed research/training activities in various fields and circulating the result to affiliated offices on preferential order;

ü Cooperating with concerned depts. for compiling needed extension policies/campaigns in the sub-sector;

ü Programming and implementing developmental measures in animal farming businesses plus protection of genetic pools, job-security and opportunities for practitioners involved and incorporation of the states of the arts of technology and know-how in fostering, feeding and breeding processes ;

ü Investigating and identifying the comparative advantages in animal products and enforcing motivative codes and conducts in quality production and supplying stages;

ü Detection of basic requirements for prioritized investment in the sub-sector followed by setting suggestions for raising needed funds/inputs for the purpose;

ü Foreseeing the quantity and times of animal production and supply to estimate deficiency or surplus of the yield;

ü Forwarding precise advices on Market Regulation of livestock commodities and monitoring the consequences achieved;

Investigation and prioritization of insurance coverage, subsidies re-imbursement and guaranteed purchasing of sub-sector products in close coordination with relevant authorities and in favor of producers protection;

ü Enforcing data/statistical systems in the sub-sector for further dissemination of needed info and advices to applicants and investors;

ü Estimation of the core inputs, biologics, tools and equipments for due supplying and distribution;

ü Planning and surveillance on sound and effective implementation of Animal Farming System and inserting imperative amendments;

ü Organization and advocation of the related business networks within the ministerial mandatory context and affiliated authorities preference;

ü Monitoring and evaluation of all plans and actions being launched in the sub-sector based on circulated codes and conducts;

ü Preparing and enforcing rules and regulations geared to quality production and quantitative rise of export capacity of livestock commodities supported by observance on their sound operation;

ü Planning and decision-making on surveying and introduction of new sources of animal feedstuffs supported by due supervision on their formulation, consumption, import/export and gains;

ü Searching and establishing reliable ties and interactions with int’l specialized agencies and streamlining new knowledge and skills into the sub-sector;

ü Collaboration and exchange of technical intelligence with related depts. on expansion of key processing plants in the livestock’s field;

ü Designing and operating a viable/national network for info-exchange on breeding specification of varying livestock species and genes from the center down to field level and proportional to selected aspects and scopes;

ü Conducting surveys and analysis on existing genetic status serving to needs/priorities detection in animal breeding and production improvement;

ü Outlining National Action Plan for genetic/productivity improvement and for simulating the same instructions at provincial/areal scales, and in line with mandatory codes and conducts;

 Need-assessment on national requirements for inputs, machinery and tools involved in animal genetic breeding and production and follow up on due procurement and distribution from related agencies;

ü Supervision on genetic improvement/production plans and projects as well as their impacts and needed reformation at national scale;

ü Investigation, guidance and monitoring on pattern initiatives in genetic improvement/ production nation wide and extending the achievements;

ü Tracing the research, training and extension requirements followed by circulating workable codes and conducts on animal raising, breeding and producing processes to operational offices and practitioners concerned;

 Bredding for required investments and seeking bank credits and facilities in provision and development of tools and equipments for animal breeding and production purposes;

ü Directing the line offices towards introduction of new breeding methodologies and perspectives;

ü Formulating and enforcing national plans for conservation of domestic genetic diversity and formation of gene bank;

ü Compiling codes and conducts for export/import of genetic materials e.g. various sperms, embryos, live animals, … and serious surveillance on the process;

ü Setting close interaction with int’l specialized institutions for exchange of technical findings and incorporating them into raising, breeding and production practices;

ü Derivation of required instructions on formation of genetic association and technical institutions associated to breeding/production plans and projects adopted by private sector;

ü Planning on development of animal supplying fields and slaughter-houses;

ü Programming on promotion and improvement of athletic animals raising and breeding cooperated by relative federations and public farms;

ü Cooperating with related processing plants for wider animal production;

ü Procuring needed tools and facilities for holding seminars, fairs and festivals as well as scientific/technical courses in animal farming;

ü Planning and objective-definition for executive research stations and their genetic breeding and production operations followed by monitoring on performance;

ü Defining codes and conducts on development and mobilization of institutions involved in artificial insemination;


ü Studying and surveying on animal feeding and stable status;

ü Investigation and introduction of new feedstuff resources in collaboration with producers and formulators;

ü Assessing the needs, capacities and short-comings in feedstuff and stables issues;

ü Derivation of the plans and projects with short, medium and long-run schedules/scopes on enhancing quality feeds and stables;

ü Compiling updated codes and conducts on provision, dispersion, consumption and quality controlling of feedstuffs, additives and complements coordinated with respected authorities;

ü Preparing and circulating national/int’l rules and regulations (CODEX) on feeding practices and stables management;

ü Encouraging the affiliated executive offices in transferring the findings to the real fields for enhanced feeding performance and animal raising;

ü Collaboration with relevant authorities in rehabilitation, classification, evaluation and execution of the Plan of Animal Farms’ Technical Managers and Supervisors followed by compiling needed instructions for monitoring their functions;

ü Programming on livestock withdrawal off the civil premises and accommodating them in suburb complexes based on predefined policies/specifications;

ü Tracing, advocating and monitoring the improved quality and quantity of feed plants production as well as status of the animal stables;

Figuring out the required research-training activities in the fields of animal feeding and stable running;

ü Designing and extending good patterns on stables construction, animal farming complexes, livestock supply fields, feedstuff’s labs, machinery and equipments, feed plants, slaughter-houses, milk collection centers, sperm collection and embryo development centers, etc.;Sharing views and interacting with official stakeholders in trading animal inputs/outputs;

 Controlling the authorization/establishment process of animal farms/complexes, feed plants, small-scale rural farms, feedstuffs’ analysis labs and by-industries;

ü Collaboration with related authorities in sorting and improving animal grazing management in rangelands;


ü Conducting studies and surveys on detection of capabilities, deficiencies and opportunities in the fields of poultry, apiculture and sericulture businesses followed by taking remedial actions;

ü Preparing and regulating strategies, scopes and initiatives with short, medium and long terms schedules on enhancing poultry and apiculture businesses/products ;

ü Planning on restoration and development of quality and quantity of poultry and bees’ outputs via renovation of slaughter-houses, chilling rooms, packaging units and incubating plants;

ü Analyzing and revising policies, plans and projects involved in operation and production of poultry and honey-bees commodities within the context of commitments and road-maps;

ü Derivation and circulation of the int’l codes of conducts (CODEX) associated in poultry and bees’ outputs in close harmony with authorities concerned;

ü Pledging the provincial offices for enforcing viable standards and mandates in production processes followed by field-specific surveillance on quality and performance trends;

ü Assessing the applied research-training needs and informing to relevant institutions for action;

ü Collaboration with authorities in compiling necessary policies for market regulation and impressive management on supply and demand of poultry/ bees products;

ü Collaboration and synergy on policies and perspectives for rehabilitation of poultry/apiculture businesses, import/export of species and related inputs for reflecting to the official institutions;

ü Directing the executive offices and practitioners towards extension of research/scientific gains via holding technical campaigns and operations;

Setting communication with regional/int’l specialized agencies and seeking updated methodologies and know-how for the field operators;

ü Cooperating and coordinating with line offices in terms of development of business organizations, technical service providers, supportive funds, poultry raising, apiculture and enhancing practitioners under the approved rules and regulations;

ü Planning on optimal enforcement of ITC platform to re-organization of production components and processes;

ü Inspiring from research-scientific institutions in formulation of due strategies for conservation of genetic reserves for backing capabilities and performance;

ü Urging for extension of wider domestic consumption of poultry and apicultural products;


ü Policy-making, planning and monitoring on conservation and development of silk-worm genetic stocks via line-seeds, ancestors and parents production supported by quality berries trees under full public governance;

ü Launching technical surveillance on parent and hybrid seeds production;

ü Supporting hybrid cocoon farmers by supplying them with certain inputs e.g. silk-worm seeds and improved berry saplings on subsidy basis;

ü Estimating credit resources, subsidies, and other assistance over a 5-year schedule for construction and renovation of sericulture farms in compliance with areal/climatic conditions;

ü Planning on improved training, extension and vocational campaigns for applicants specifically rural women supported by execution of pattern berries promotion initiatives and sample sericulture farms;

ü Close interaction with creditable research institutes for needed findings and recommendations;

ü Planning and promoting various berries orchards in connection with varying sericulture environments;

ü Signifying conservation of silk-worm genetic preference in favor of improved productivity and yield;

ü Generation and management of Berries’ Gene-Bank by the Center;

 Technical supervision on hygienic farming environment, raising young worms, matured worms, cocoon development processes, picking and supplying to cocoon markets, development, improvement, management and harvesting of berries farms accompanied by training of farmers;

ü Investigation of sericulture farmers’ problems in terms of farm creation, berries-farm development and other businesses supported by credit mobilization and insurance coverage, etc.;

ü Collection and dissemination of sericultural business statistics and information to relevant authorities;

ü Planning and tracing all stages of production, supplying and dispersion of silk-worm seeds at 3 differential levels P, P1 and P2 as to meet national requirements;
